The Supreme Court of the Philippines launched electronic notarization (eNotarization) nationwide, enabling legal documents in PDF or PDF/A formats to be notarized online. Under A.M. No. 24-10-14-SC, this reform allows signatories to appear before an accredited Electronic Notary Public (ENP) in person, remotely via videoconferencing, or through a hybrid setup.

Key Features and Modes
  • Document format: Strictly applies to electronic documents in PDF or PDF/A formats.
  • In-Person Electronic Notarization (IEN): Parties and the ENP are physically together using an accredited digital facility.
  • Remote Electronic Notarization (REN): Parties appear virtually through secure videoconferencing with digital identity verification.
  • Hybrid setup: Combines both in-person and remote participation where allowed.
Technical and Process Specifications
  • Database integration: Notarized files and transaction logs automatically route to the Supreme Court’s Central Notarial Database for permanent and secure tracking.
  • Facility providers: Sessions must occur via an official Electronic Notarization Facility (ENF) accredited by the judiciary.
  • Scope of acts: Covers standard processes like acknowledgments, jurats, oaths, and affirmations.
  • Coexistence: Supplements rather than replaces the paper-based 2004 Rules on Notarial Practice.
